Information and communication technologies form the backbone of a digital technical environment that determines the health of our information ecosystems. In its first report published in 2025, the IPCC of information ecosystems (the Observatory on Information and Democracy) established that the business model of major digital corporations is responsible for the increasing deterioration of these ecosystems, which is critical to the quality of our information and the stability of our democracies.
Relying on a toxic business model, American and Chinese Big Tech companies have flooded our screens with apps designed to capture our attention and personal data. Major digital platforms constitute essential infrastructure for information logistics.
The rise of generative AI is already amplifying the plagues stemming from the attention economy, which shape a landscape conducive to cybercrime. We will explore how a persistent digital unthought accompanies and facilitates the deployment of ICTs, against which ex post regulatory efforts act more as decoys than as safeguards. Finally, we will examine paths for taking back collective control of technology away from its appropriation by private interests.
